The Summit is being held in the framework of the EU-LAC Drug Treatment City Partnerships project [an initiative coordinated by the Inter-American Drug Abuse Control Commission (CICAD), Secretariat for Multidimensional Security, Organization of American States (OAS), and financed by the European Commission]
The Lugo Summit will provide support for the social and citizen welfare objectives through innovation and social cohesion. More specifically, in the context of the challenges posed by the drug problem, the Summit will focus on the debate on the formulation of public policy at the municipal and interagency levels for the incorporation of drug dependents into jobs and society, in a context of safety and citizenship.
To that end, a contextual thematic area of the Lugo Summit will be municipal policies, emphasizing the causes of social exclusion and its relationship to drug use, from the standpoints of prevention and treatment and of strategies, programs, and instruments provided by different institutions for the development of appropriate demand reduction policies. Accordingly, the Lugo Summit will promote a setting for needed dialogue among different institutions and perspectives that are to work together to achieve policy integration at the municipal level (health, social services, justice and security, among others).
At the Lugo Summit, participants will share experiences on both sides of the Atlantic of the different work areas, including those of the last three years in the context of the EU-LAC Drug Treatment City Partnerships project.
